Job Description

This position involves providing services to the DC Department of Health, “surveying” individuals with intellectual and/or developmental disabilities that receive services through Medicaid.  Evaluates compliance of Home and Community Based Waiver service provision, provider utilization of waiver services, and provider compliance with waiver rules. Conducts interviews with individuals with intellectual and/or developmental disabilities (IDD) and evaluates provider organizational outcomes.

  • Conducts detailed evaluations of provider performance and the presence of person-centered supports using applicable tools and guidelines.
  • Initiates contact with service providers to establish interview and review schedules and discuss associated protocols, expectations, and responsibilities.
  • Conducts interviews with individuals with I/DD, family members, providers of services and/or direct service staff.
  • Administers and makes determinations based upon the information gathered from individual
  • Uses professional judgment and discretion to determine when a report of abuse, neglect and/or exploitation is warranted or a referral to state staff is necessary to maintain the health and safety of individuals receiving services through the Medicaid Waiver program.
  • Takes immediate action in the case of abuse, neglect and/or exploitation by reporting directly to required officials and follows established protocols as a mandated reporter.
  • Inputs data into a web-based application, summarizes findings, generates recommendations for quality improvement and completes a written report for submission to the provider/support coordinator/contractor or other entity in accordance with pre-established timeframes.

Job Requirements


  • At least an AA degree, but preferably a BA/BS.
  • A minimum of 3 years of experience, but preferably 4 or more years.
    • One of those years would need to be working with people with intellectual and/or developmental disabilities (IDD).
    • The remaining years could be work in the IDD field, or in the areas of quality, Medicaid reviews, human services system audits, or IDD accreditation (CARF, CQL, etc.).
  • Ability to work from home and in the field (negotiate Washington, D.C.).
  • Ability to conduct record reviews.
  • Ability to conduct face-to-face and virtual interviews of individuals with IDD.
  • Ability to interact with providers and District personnel in a professional manner.
  • Solid Word, Excel, & Outlook skills
