Schedule: Typically Monday–Friday, 8:00 AM–5:00 PM CT, with some flexibility based on project needs

About the Opportunity

We are seeking an experienced Business Analyst to support a major, multi-year modernization initiative for a large public-sector retirement organization.

The organization is transforming its legacy technology environment and moving toward a modern, cloud-native architecture built on Microsoft Azure. This initiative includes replacing aging systems, streamlining business processes, improving member and employer experiences, and reducing reliance on manual workflows and legacy technology.

The Business Analyst will play a key role in bridging the gap between business stakeholders and technical teams. This position will be responsible for analyzing current-state processes, defining future-state workflows, gathering and documenting requirements, developing user stories, and supporting functional testing and User Acceptance Testing (UAT).

Key Responsibilities

Process Analysis & Documentation

  • Engage with business teams to understand operational workflows, challenges, and opportunities for improvement.
  • Work closely with development and IT teams to understand technical considerations and translate them into business requirements.
  • Document current-state processes using process maps, swimlane diagrams, workflow charts, and other structured documentation.
  • Facilitate discussions with stakeholders to define and document future-state processes.
  • Identify inefficiencies, gaps, dependencies, and opportunities for process improvement.

Requirements Gathering & User Stories

  • Gather and analyze business requirements from stakeholders.
  • Translate business needs into detailed functional requirements, user stories, acceptance criteria, and work items.
  • Create and maintain work items in Azure DevOps or similar tools.
  • Ensure requirements are complete, consistent, testable, and aligned with project priorities.
  • Collaborate with Product Owners, developers, testers, and business stakeholders to refine and validate requirements.

Testing & Quality Assurance

  • Develop test plans, test scripts, and detailed testing instructions.
  • Perform functional testing of user stories in Development and Test environments.
  • Validate that solutions meet documented business and functional requirements.
  • Document defects and track issues through resolution.
  • Retest fixes and confirm successful resolution.
  • Coordinate, support, and/or lead UAT sessions with business stakeholders.
  • Assist with preparing users and stakeholders for new functionality and system changes.

Stakeholder Collaboration & Communication

  • Act as a liaison between business users and technical teams.
  • Facilitate meetings, requirements sessions, process reviews, and testing activities.
  • Communicate project status, risks, issues, and dependencies clearly and proactively.
  • Build strong working relationships with stakeholders across multiple business and technical areas.
  • Contribute to change management efforts, including training materials, process documentation, and user guidance.

Job Requirements

Required Qualifications

  • 5–7 years of professional experience in business analysis, process analysis, requirements gathering, or a related discipline.
  • Strong analytical and problem-solving skills.
  • Demonstrated experience documenting business processes and workflows.
  • Ability to create clear process maps, swimlane diagrams, and workflow documentation.
  • Experience developing user stories and detailed acceptance criteria.
  • Experience creating test cases, test scripts, and functional testing documentation.
  • Hands-on experience performing functional testing and supporting or coordinating UAT.
  • Familiarity with Azure DevOps or similar requirements/work-item management platforms.
  • Excellent written and verbal communication skills.
  • Strong facilitation and stakeholder management abilities.
  • Ability to work effectively with both business and technical teams.

Preferred Experience

  • Experience supporting large-scale technology modernization or digital transformation initiatives.
  • Experience working with cloud-based applications, particularly Microsoft Azure environments.
  • Experience in public-sector, government, retirement, pension, financial services, or other highly regulated environments.
  • Experience working in an Agile or structured Software Development Life Cycle (SDLC).
  • Experience supporting enterprise application modernization and legacy system replacement.

Project Environment

The modernization program involves transitioning legacy applications to a unified, scalable cloud environment and introducing modern technologies and platforms, including:

  • Microsoft Azure
  • Angular
  • REST APIs
  • Azure SQL Managed Instances
  • Azure Function Apps
  • Power BI
  • Modern document management and process automation solutions
  • Azure DevOps

The project is focused on improving scalability, security, maintainability, operational efficiency, and the overall user experience while reducing technical debt and manual processes.

Location & Work Arrangement

This is a remote opportunity with Oklahoma City, Oklahoma as the primary project location.

Occasional in-person attendance may be required for project meetings or other onsite activities. Contractors are responsible for any travel expenses associated with required onsite attendance.

Typical working hours are 8:00 AM–5:00 PM Central Time, with flexibility possible based on project requirements and approval.
